本条は、物事は常に絶え間なく変化していっているように、官吏はより良い未来のために邪魔となってしまう感情や表現の断捨離を宣言しています。
This article declares that as things in the universe are constantly changing, the officials shall let go their disturbing emotions and expressions for the sake of better future.
第十一条 功績と過失を明確に察する。
Article 11 We shall observe, make clear about, and acknowledge one’s each and every accomplishment and negligence.
Ikukuhi (the function to create various organic compounds)
本条は、繁栄の永続のために、官吏は繁栄に資する行為も繁栄を害する行為も見逃さないことを宣言しています。
This article declares that for everlasting prosperity, the officials shall never oversight one’s beneficial deeds for prosperity and one’s harmful deeds for it.
