There could be some relationship between the first 17 Shinto gods in the initial part of Furukoto Fumi and the 17 articles of Shotoku Taishi's Constitution, Japan’s first Constitution.
憲法は国政のあり方、統治者の行動を制限する国の最高法規であり、国民の権利義務を制限する法律のような下位法規とは違います。
A Constitution is the supreme law of the land which determines how the government shall be run and also restricts the actions of the government officials, not the actions of People of the state like a law does.
したがって、聖徳太子の憲法も大御宝たる民の行動でなく、ヤマト朝廷の官吏の行動を定めた法としてご理解ください。
Accordingly, Shotoku Taishi’s Constitution had been established to restrict the actions of Yamato Dynasty government officials, not the actions of Ohomitakara (People of Japan).
