日本はロシアから朝鮮半島の優越的支配権を獲得していましたが、将来のロシアの侵攻を牽制する防火壁にするため、韓国を日本に編入して近代化させるべきであるという意見が出てきました。
While Japan had obtained the predominant rights of Korean Peninsula from Russia, some began saying that Japan should move on to annex Korea and to modernize it so it could be Japan’s firewall to check future Russian invasions.
日本は朝鮮半島の統治を朝鮮人に委ねるべきであるとして、当時の韓国統監府の長の伊藤博文はこの考えに反対していました。

こうして、日本は清から割譲された台湾に台湾総督府を置いて50年間編入していくように、日本は韓国にも朝鮮総督府を置いて35年間編入していくことになります。
