伊耶那岐命（乗り越える役目）
Isanaki (the role to overcome)
本条は、難局を迎えたとき、官吏は先人たちが同様の難局をいかに乗り越えられたか歴史的記録を参照し、それを乗り越えることを宣言しています。
This article declares that when facing some troubles, the officials shall overcome those by referring to the ancestors’ historical records which tell them how they could overcome the same kind of events.
第十七条 重大事項を独断で決定することは不可とする。
Article 17 We shall not make any crucial decisions arbitrarily.
伊耶那美命（決断を下す役目）
Isanami (the role to determine)
本条は、重要事項を独断や衝動で決定してしまうのは致命的な大惨事を起こしかねないため、高天原でも重要事項を八百万の神々が神議り（かむはかり）という会議で決定しているように、官吏は十分な審議を経て決定することを宣言しています。
This article declares that since the results of making important decisions arbitrarily or impulsively can be fatally devastating, the officials shall do that through having an adequate deliberation.
