評定衆の下部機関として「引付」という機関が1249年に5代執権の北条時頼により設置されました。
The 5th Shikken, Tokiyori Hojo estalished a branch office of Hyojoshu, “Hikitsuke” in 1249.
引付は訴訟を取り扱うための専門機関でした。
It was the office particularly set to deal with litigation.
当時訴訟件数が大変な増加傾向にあったため、幕府はその対応に追われていました。
Due to the increasing number of litigation cases filed at the time, Bakufu was urged to handle them right.
承久の乱の後、御家人に幕府から恩賞としての土地を新たに与えられる機会がなくなり、御家人の土地は相続の度に相続人の頭数に分配（田分け）されていたため、縮小の一途を辿っていました。
Since the Revolt in Jokyu, Gokenin hadn’t had any opportunities to get more land as the reward from Bakufu, and their land had been divided into smaller pieces by the number of heirs every time Gokenin inherit it.
そこで、より多くの土地を得るため、御家人が多くの土地相続に関する訴訟を提起するようになっていたのです。
So, to get a lager piece of land, Gokenin were filing more lawsuits regarding the inheritance of their land.
