The organization of Muromachi Bakufu was mostly established by Yoshimitsu Ashikaga.

幕府と並ぶような強力な軍事力を持つような守護大名も当時出てきていたため、足利義満には幕府に唯一無二の圧倒的な軍事力を取り戻させる必要がありました。

そこで、足利義満は巧みに有力な守護大名を次々挑発して反乱を起こさせはそれを制圧し、力を削ぎ取っていきました。

そして、執権ではなく、有力3守護大名の中から順番に任命される「管領」が将軍を補佐することになりました。

また、鎌倉幕府滅亡後その機能を引き継いでいた鎌倉府にそこでの将軍の役割を引き継ぐ鎌倉公方、そこでの執権の役割を引き継ぐ関東管領が送られました。

奥州奉行は奥州探題へと格上げされ、長門探題に替わって出羽（秋田県と山形県）に探題が置かれました。
Oshu Bugyo was upgraded to Oshu Tandai, and Tandai was placed in Dewa (Akita Prefecture and Yamagata Prefecture) instead of the one in Nagato.
